Neal & Leroy frequently advises and represents government and governmental officials on a wide variety of issues. We have represented a diverse group of local governments, including Cook County, Burr Ridge, Chicago, Evanston, Park Ridge, Mount Prospect, Oak Park and Glenview.

We advise such officials on municipal authority and legislation, the breadth of home rule law and obligations and restrictions on land acquisitions. We also provide counsel and advice on issues relating to municipal activities under the Illinois Constitution, and other Illinois statutes and regulations, regarding municipal authority. Neal & Leroy advise and represent such officials in the face of challenges to public purpose and public use requirements.

Government Contracts and Entitlements

Neal & Leroy has successfully represented many firms providing goods and services to governmental entities. Our expertise includes fulfilling the requirements of the request-for-qualification and request-for-proposal process, satisfying the requirements of governmental purchasing officials and departments, negotiating contract terms, meeting diversity and contracting requirements and defending contract rights when challenges are raised by disappointed bidders.

Our experience includes construction contracts, supply contracts, including software and consulting contracts. We have represented governmental bodies and diverse private companies. One area in which many clients have sought our services is the bid process. We have represented many clients in the defense of contracts chosen through the RFP and bid process. We are known for our ability to react and prepare quickly, because in many of these cases the challenger seeks emergency injunctive relief.
